A staffie called Minnie?!

Does it work? A set of Staffie siblings called Minnie and Lev near us. They have great behaviour, are good with kids etc but were given away as owners had fallen into poverty and could no longer afford them. So, the deciding factor is on names. Minnie or Lev? You pick! We have no preference on gender at all so this is the way we're choosing.

It would make no difference to me as the first thing I always do is rename the dog.

There should never be any negative associations with their name, and as often a dog will have had his name used in a bad way (when telling off etc - or worse) we always start a clean slate with a nice shiny new name.

Takes on average about a week for the new name to be 100 fixed in the dog's mind.

They've not had a bad upbringing though so I'd rather keep the name.

Anecdotally I understand that some rescue centres will rename dogs anyway, since trying to rehome a Staffie is hard enough without him/her being called Killa or Brutus or whatever. Not sure how widespread that is, but completely understandable.

If they are litter mates check out litter mate syndrome. I can't see any other reason not to have both though

Not littermates, brother and sister from different litters.

If they're not puppies then there's no real reason not to have both... other than things like running costs and what have you.

Does the owner know how they'll manage on their own, presumably at least one will have always had doggy company when owners out?

I'm a sucker so would probably take both, It is easier taking on a bonded pair than adding another dog at a later date and know if there well matched playmates.
