There is no breed guaranteed not to bite a child or anyone else.
I have had, bred and shown dogs all my life from giant breeds to our current Cavalier King Charles and never had a problem with either my 2 children or 4 grandchildren. There are some breeds to obviously be avoided of course and they're the ones you see on the news who have attacked someone.
There are also a number of breeds I personally think are a bad fit, but for everyone I mention there will always be a story. Of someone who has one that's as good as gold.
So my advice is choose a soft mouthed dog like a Cavalier Or Golden Retreiver etc. Secondly, train that puppy from the day you pick it up so it knows what's expected of it and it's position in your family ( I.e below all the adults even the little ones).
Thirdly, train your toddler ! Gentle hands, kind words, no poking, prodding or tail pulling. Teach them the exact same things you use, for things like sit, down, stay and give.
Lastly, if it shows food aggression or god forbid it snaps or shows any form of aggression then it needs either rehoming or retraining ( or if it was mine I would probably have it put to sleep rather than pass on problems). Yes it's harsh but at the end of the day it's the safety of your child that's paramount.
