It's a start, but realistically the majority of BYBs will never apply for a licence and never be caught. Those that do get a licence will now be legitimised in the eyes of the buying public.
However hopefully there will now be an opportunity to report these people and at least discourage some of them by threatening inspections.
So much more needs to be done....:(
