Dog not wanting to go inside family home

my neighbour has a beautiful chocolate labrador. Anyway. he;s always in the back garden when ever I'm out there. I spoke to my neighbour and was chatting about the dog and she says "oh yes, he never wants to come in, only for his food!"

is this... odd?

There are dogs who don't like being inside, yes, but IME unusual, and usually the ones who have never been allowed in and are now scared to even try.

Two of mine like hanging out in the garden more than the others, but are also happy to come inside.

More likely is that they don't allow the dog inside.

That is a shame if they don't let him in :(
