Dog/dogs howling

For the last few days I've been aware of a dog howling pretty much constantly from around seven until mid afternoon. Today another one is joining in I think from elsewhere but close by IYSWIM.
I'm not bothered by the noise as such but more that the dog sounds so sad and of course Eric has to cry occasionally in sympathy.
I'm going to have a wander later and see if I can find where the dog is, difficult because we are in an area that has housing to all sides and it sounds like a big dog so the noise could have travelled some distance, if I do find out would it be acceptable to contact the Dog Warden in this instance?

Depends on why they're howling - if they've been abandoned in a house for days then yes contact away, but there isnt much they can do if they have adequate food, water and shelter. If its a noise issue, someone will probably have complained to environmental health. poor little thing, sounds like its lonely
