Neighbour advice

Hi I need some advice about a neighbor who has 2 dogs, I am a dog lover myself and this is really hurting me, both dogs are left in a tiny pathed back yard all day every day, I constantly hear them yelping and scratching at the back door, what should I do, confront the neighbor, phone rspca, I don't know.

Phone the rspca. No dog should be left out for that length of time without adequate shelter and bedding. Give the poor things a voice.
