Changing vets - do the old vets transfer dogs records?

My dog has complex medical issues. For a number of reasons I'd like to change vets but am worried that the new vets wouldn't easily be able to manage my dogs health issues without her history.

I wondered if the old vets are under any obligation to transfer medical history/records? TIA

I think so...

I know when o wanted a second opinion on something new vets said they had to request all history from previous vets. (It was a tad awkward and embarrassing as I really liked old vet, but wasn't sure if she was right on this issue!)

Recently a friend had this with a horse. She wanted a second opinion from the rvc and they said ok but we want to see the history first. She want keen as she wanted them to look at the horse with a clean slate. It took a bit of negotiating to get them to agree not to look through her history until they'd visited themselves. They said it was a requirement when an animal transferred that they were sent a copy of history. I know it's horses rather than dogs, but would guess it's the same

YEs, they will most likely fax or email it over. They are obligated to do this yes.
