How to deal with occasional/ sporadic jumping on walks

My dog jumps up at people but only occasionally and it's hard to know when he will do it. It is obviously not desirable behaviour (although he is smallish so it's more about mud than knocking people over - he doesn't tend to do it to children either).

If it were all the time I could keep him on a lead and do intensive training but it only happens maybe 1 in 20 times we pass people. What is the best approach to this please?

My lab used to do this, so I'd always call him back to me when we passed people. Seems fine now but don't trust him 100% if there's food about, so still recall him if there's someone eating chips or with shopping bags full of food.

His recall is very good especially if there is a treat involved so I will try that.
