I washed it with hot water with star drops, a splash of zoflora and a splash of white vinegar in it but the smell is still really strong.

What do i need to do/buy?

I feel your pain. One of mine just pee'd on the sofa! Had him about 6wks (2yr old rescue dog) and its the first accident we've had!

I know tortoise it stinks! He is 4 and 99% reliable... Except if it's raining- then he just refuses to go outside and at over 40kg, i aint lifting him out! Grin

Spray thoroughly with white vinegar. Leave a bit then dry thoroughly. Sprinkle with bicarb and leave, then Hoover up. Repeat if necessary.

But bio is a good start too.
