Abused dog - Who to call?

My friend is working at a house and has become aware that there is a dog in the next door garden who is in a very bad way. He has called the RSCPA who have been worse than useless. Who can he call to help.

Police also no help as they only pass it to the RSCPA.

Local dog warden ?

Does he know them? Do they actually still want to keep the dog?

Erm rescue it?

I think dogs trust may be able to help too

Dogs often escape from back gardens if they're not kept securely.
