Advice needed regarding neighbour's dogs.

I'm looking for some help regarding this, I don't really know what I should do for the best.
Our next door neighbours have always been noisy. It's a 1930s semi so not the best for sound proofing!
A couple of months ago they got two puppies. They are Labrador / springer cross, very cute.
They both work full time and these puppies bark all day!
I'm a SAHM and when I am in all I can hear is barking and howling, these puppies sound distressed. Should I say something to them or should I mind my own business?
On top of the constant barking it seems to me that they have gone out all night leaving the dogs alone. The dogs have been barking since 7. I don't think anyone has been in the house since yesterday afternoon. Although I haven't keep watch obviously so I could be wrong, but we can usual hear them moving around or the puppies going out into the garden.

Right now, go and knock on the door. If there's no answer then you could contact the RSPCA if nobody comes home in the next few hours.

In the longer term I'd start with a chat about the noise. The dogs are presumably bored witless while they're at work but if you take that angle I suspect the owners will be defensive.

Tbh it sounds like a terrible situation for puppies and your neighbours have made a big mistake. A reality check might be just the thing they need :(

It is really sad. It makes me wonder why they even bothered getting them, they can't be older than six months

Don't bother with the RSPCA ,they won't be interested . Tell your neighbours about the barking ,if they're out they won't know unless someone tells them . When you tell them make it clear that you are wanting something done about it ,not just telling them because you are concerned about the dogs . Keep a record of when they bark and for how long and if the neighbours don't do something about the noise report them to the noise people at the council.

The RSPCA may be overstretched but if young dogs are being left for long periods without provisions for toileting or fresh water and food they will probably visit and give advice. The law has changed fairly recently to allow intervention at an earlier stage, but that aside I'm quite sure in most cases once owners become aware that their situation is unacceptable they will be willing to improve it.

Oh dear. That must be awful for you and for the poor dogs. Looks as if your neighbours have gone out of their way to to chose two of the breeds that need the most exercise and stimulation. The dogs must be going mad, and so must you. So first stop, making them realise this has got to stop.

Yes get on to the council first thing tomorrow and keep a record of everything. They will want to know exact times and dates of the noise, how long it went on, and how it impacted on you and how it made you feel - fed up, I imagine.

Are there any other neighbours who will be affected OP. It might be an idea to speak to them as well and see how they feel. The more people who complain the more likely the council is to act although it can take some time to actually get anything done.

The RSPCA can be a bit tame, but I'd certainly give them a go. Or if you have a good local dog warden, he or she might be willing to go and have a chat with your neighbour to point out that their treatment of the puppies is unacceptable and cruel.

Constant noise is so wearing. Hope you get it sorted out quickly.

Thanks for the replies, sorry haven't been back sooner took the DC to the Winter Wonderland.
The son turned up about 12 just as we were going out and went into the house. My guess is that they asked him to look after the dogs and he forgot or couldn't be bothered the worse thing is the son works at the local boarding kennels and looked after our dog when she went there.
They are back in now, I don't know how long they have been back but I'll talk to them tomorrow about the barking.
