Stubborn dog will not walk.

Are some dogs born extra stubborn?
I have a pug, over the last few days the little thing decided that he is not going to walk to the park.
He parks his behind on the floor and refuses to budge.
I have tried treats, bringing toys with me, standing there until he moves( in my case not moving) and asking the little kid next door to help me walk him.
All of which failed.
I ended up carrying him and then letting him off lead in the park.
He is fine there, it’s just getting there.
Any suggestions?

He’s been to the vet and nothing is wrong with him.

Well I would stop picking him up because all he is learning is that if he refuses to move he doesn't have to do the boring bit of the walk he just gets the fun part . If he were mine I'd just take him back home and try again later and repeat until he gets the message .

I agree with Flora - I would not pick it up....if it was a big dog it wouldn't get away with it because it just couldn't. Wave a high value treat infront of its nose.
