Beagle advice - to castrate or not?

I have a 4 year old uncastrated beagle who has previously been shown. He is a very loving and sociable dog.

But, like a typical beagle is rubbish off the lead and moults like crazy. However it's his behaviour whilst on his walks which is really starting to spoil things. If he sees a dog even in the far distance he either will not budge or pulls like crazy to get to it. If there is another dog walking behind us he will not walk forward. I get that he is desperate to say hello so I mostly try and accommodate this but it's often a pita when you just need to get somewhere. When he does get to say hello at the point the other owner walks away he has increasingly started lunging for the dog and making some rather unfriendly sounds. It's as if he is annoyed they are leaving.

So is this male oversexed dog behaviour? Can I train it out of him? Would castration help or have I left this too late and his behaviour has set?

I'm starting to dread taking him for walks so any help greatly appreciated!
