Previous abuse to our dog

I don't know if it's too late to do anything, but our dog that we re homed in February was obviously treated very badly by his first owners. Some of you here have been kind enough to help me handle some of his issues and point me in the correct direction for specialist advice.
We are his third home and he has fear based aggression, no confidence and a whole heap of problems that we are trying to gently work on.

The second owners, told us about his awful start in life and the behaviorist and other professionals that we now deal with (vet/trainer etc) all agree with what we have been told. Through his paperwork, I have the name and address of the people that treated him so badly. Is there anything to be gained / done by reporting the first owners now? And if so, who should I report them to?

Thanks for your help. (apologies if I don't answer back quickly, I'm about to start the evening commute home!)

I really dont think you can do anything now if the dog was taken away maybe they were prosecuted or given a warning , I know you are sad and angry and love your dog but you will really not gain anything by reporting them the dog has been away too long their is no evidence apart from your fearful dog and sadly it isnt enough,

It is so sad though our little rescue is terrified of all sorts I cant lift a newspaper without him flinching and if DH raises his voice not even shouting he cowers Sad

It's awful isn't it. Our dog is okay with us 90% of the time (but he is nervous sometimes) but he is terrified of strangers and goes straight into aggressive fear based barking and will try to run up at them. He also starting trying to bite people so he's muzzled now.
It's very stressful!

The rescue are almost certainly breaking the law regarding the personal data of the previous home. That is NOT good practice. The personal details of the previous home should never be shared like that unless there is a very good reason, and they have explicitly consented.
