I know it's none of my business but it bothers me re. Friends dog

A woman that I'm reasonably friendly with has 2 dogs. One was her now dh's dog when they met 10'ish years ago.
I thought he was an old dog then turned out he was less than a year old. He was slow and overweight back then he was rarely walked and escaped for a wander any chance he got.
Fast forward to last year they got a springer spaniel now about a year old.
He is a beautiful dog has all his papers so not cheap either.
The problem is he's never (and I mean literally never) exercised. He is a typical springer full of energy and because of his lack of exercise a total pain in the bum. Mil had a 9 year old springer that gets more than her fair share of exercise and would still never refuse more.
This dog cannot walk on a lead. I have given up my own time at friends request to help get him exercised and trained but once I stopped doing it after getting her started so did she. It's so frustrating to see him. He is now their second dog that bolts every chance he gets. He is constantly bouncing off the walls all day every day. Is not properly house trained either.
He gets 10 minutes tied to the washing line if he is lucky and that's it.
I was talking to her dh last week and their new solution is to build a 6 foot fence to stop him escaping rather than take on the commitment they made to the dog and actually exercise him properly.
I ended up being quite rude to her dh and told him to re-home the dog if they weren't prepared to look after it properly. I was just so he said that we would have to agree to disagree. It's not a case of which is the best bloody dog food to me this is a basic commitment when taking on a dog especially one that needs that much exercise.

Gee whizz that was a longer rant than I meant it to be. Is there anything more I can do. I would happily report them if I thought it would make a difference. I feel so bloody sorry for him. He's got a great nature and is lovely but he's absolutely desperate to run off some of that energy.

That would upset me a lot, too.
I half wonder if you could contact the breeder; the most conscientious ones seem to impose legal requirements about care of the animal.
You could report to RSPCA but A) it's awful thing to do to a friend, B) their powers are limited in a case like this (I think).

Thanks for that. You know I was actually so disgusted at the solution being a high fence that I'd got to the stage I'd report them. Probably sounds awful I know.
Mil said if I didn't want to she would. She is a huge dog person. She has a dog sitting service so walks miles a day with all her house guests and in all weathers. My friend says she has dc so can't but they are all in school or preschool I have a toddler and 2 older dc and they have grown up to be all weather children thanks to dog walking
I don't imaging the RSPCA would be able to do much. Not sure who the breeder is but could find out.
I even worry about her dc though. If the dog gets more frustrated he's going to get grumpier and the children pester him something rotten.

Find out who breeder was before you tip off RSPCA, they may not talk to you if they think you've reported them in some way.

Well, honey, I lost a friend over the same issues... Nothing we can do...

My neighbour has a beautiful border collie. Whom I was going to take and rehome...but she changed her mind after I bonded with it.

This collie has seldom touched grass... Never leaves the house. Poop/pee area is rocks.

My heart breaks for her, whenever I hear her bark...wanting to go outside, and her damn owners are in front yard...(shut up mindi!)

I called and reported her. But, dog is fed, has medical treatment, and isn't "abused" in their eyes. I guess exercise isn't a requirement.

I guess it's true...a friendship can change based on how they treat their animals!!

Can't walk because she has children?! I walk more because I have a child, and often think it would be nice to have a dog along with us! (NDN kindly lends us theirs sometimes. :) ) Crappy excuse for a lazy owner.

That's really awful poor dogs could you suggest they employ a dog walker if they won't do it themselves? Not ideal but at least they'd then get some exercise. If they won't do anything though I would report them or notify the breeder.

The problem is as a breeder one can do little.

You can contact them and request/demand the dog back unless significant changes are made but if they just fuck you off then your option is bringing a civil case on the basis of the contract they signed.
This is expensive, sometimes won't be accepted to court (depending on the circs/quality of contract) and is an uphill struggle as you are not corporate but just one person with one person's resources.
Because you are a breeder the RSPCA will not support you regardless of the effect on the dog ime.
The animal is viewed as property - it is now their property & it is different to a criminal case.

The RSPCA is held in low esteem by me and many of my colleagues, but - the Police don't have the resources to deal with things at this level & the rspca can prosecute - if you can get them to bother I would try them.
They might have a word. Probably won't.

The other option is calling the dog warden & getting advised on what the can offer (my experience with them has only been strays & noisy neighbour dogs disputes though).

I was talking to someone local not an official but someone that knows their stuff and I reckon I could at least get them a visit with a follow up. Slow news area where I am apparently.

I know 34DD I was open mouthed when she told me she had a springer. It was all great for a couple of weeks when it was exciting. Novelty wore off and it became work.
I have a Dalmatian (new addition arriving in a fortnight excited me???) but it suits us. I run my ex runs. We are an outside all weathers appreciating the hills we have on our doorstep around us kind of family.
So the high energy (self cleaning) white hair suits me and my cream carpets
