Question about those Puppy Pee Training Pads

I'm not getting a puppy. Our house would be a disaster for a dog.
But I have rodenty type pets and I was looking at the puppy pee pads to put under their fleeces for summer. Fleece isn't very absorbant alone, it 'wicks' away the pee then they'll sit in it Hmm

So the pee pads- what are they made off?
Which ones are best?

Poundland have 5 for £1.
Pets at Home different sizes but obviously more expensive.

I'd wrap them in the fleeces to make them inaccessible to sharp little teeth.

They are basically a thin layer of papery stuff over a layer of plastic film to prevent leakage. Think of then top and bottom layers of a cheap sanitary towel and you pretty much have it!
