My two dogs like each other ok, they play together and generally rub along quite nicely.

But if one gets on my lap, the other either sits on the other dog or pulls at their legs until a playfight ensues.

Why can they not just pick a knee each? Does anyone elses dogs do this?

You have to be in control. Neither jumps up onto your lap until you give them the signal.
With 2 dogs, they must sit at the side of you and you put one arm round each. Your lap is only for their paws to be on.
If they don't behave, you say NO! or STOP and take your arms away. And order them to get off the sofa. Then try again
When they behave you put an arm around them and cuddle them that way again.

I found that when I had one in my arms and then put it down, the other dog could attack it. Didn't happen with all our dogs just some.
