Why does the dog sometimes seem so uninterested when I let him in?

When he's been out in the garden he barks or scratches to be let back in. But when I open the door he seems vaguely surprised to see me and then turns to stare off into the distance, leaving me standing there like a lemon. Sometimes he'll come in with encouragement (looking a bit disgruntled) and sometimes I just close the door again, then 30 seconds later he wants to come in again.

Is that something all dogs do? I don't remember my childhood dogs being like that. Perhaps I'm not doing it right and he's trying to train me to be a better dog butler.
