Do dogs have different languages?

I was watching a you tube clip of a dog being rescued form the Japanese tsunami and my dog was listening but looked as if he couldn't understand. (yeah I know Do Japanese dogs speak Japanese dog language and Scottish dogs speak Scottish dog language? Or is dog language universal? Stupid thread, I know, but I am very interested to know!!

I've wondered this too. I dog sit for my German neighbour's dog, during the day, and when I talk to him he sometimes looks like he's thinking "I have no idea what you are saying" and then he almost 'laughs' and walks away
