How can I deter dogs from messing the pavement outside my door?

Is there something I can put down to deter dogs from using the pavement outside my door as a poo area? Chilli powder or something?
Any advice from dog owners?

Nothing really that wouldn't potentially cause harm to the dogs. If you can spare an afternoon I'd recommend staking out the letterbox with a water pistol and squirting the owners.

Is the problem that the owners aren't picking it up, or do you just not want dogs 'going' outside your house at all?

If the former, you can report it to your local council, they often want to know about areas where there's a particular problem with this.
