Dog barking at the neighbours HELP

Our dog has one of those barks that can split hairs! Now neighbours are in the garden with the sun, he keeps barking at them!
One is an elderly lady and the other is a woman with 2 kids. I dont want anyone to complain but would rather he didnt do it at all :(

Sin bin? A stern NO when he barks and immediately put him indoors for two minutes with no eye contact, no praise, nothing. Then allow him out again but if he barks again repeat the sin binning. You MUST make sure that you have caught him in the act though, it's no use ordering him inside AFTER he has stopped barking or he won't connect the 'punishment' with the unwanted behaviour.

Also keep the sin binning short or he will have forgotten why he's indoors!

Ask the neighbours to pointedly ignore it too, rather than tell him he's a noisy bugger but isn't he cute etc.

These are just ideas, as you know I'm not a trainer, I just rescue 'em, but they worked on my gobby lovely Lab cross. :)

the thing is, if he see's me coming into the garden, he runs around the place like a mad dog. I do call him in, and he is rewarded for comning, because we are working very hard on his recall atm.

we have this problem with our neighbours dog.
It has a very aggressive bark and is a beagle cross maybe a puggle. It throws itself without warning against the fence. This is very frightening.
I think it is unacceptable. This has been going on for more than a year now.
