Where to report potential animal cruelty - not RSPCA

Does anyone know of other agencies to report suspected animal cruelty, apart from the RSPCA?

We're in the East Midlands.

Why not the RSPCA - is the person you suspect an RSPCA officer?

I would call the nearest dogs' home and ask them.

No, the person I suspect is a woman, with probably learning difficulties/mental health issues. Have seen her before talking loudly to herself and even shouting to herself - whole shouty conversations of 'she said, he said, I said', but have just seen her today with a dog and she was shouting at the dog and slapping it. She shouted at my dog too, even though he wasn't particularly near to her.
Decided to follow her home to find her address, then report her, but it concerns me that the RSPCA have a reputation for destroying dogs they can't rehome quickly, so wondered if there was another option. Am not sure that what I have seen is serious enough for the police.
I realise it could be a one off, or it could be how she treats the dog all the time. Obviously I can't know the answer to that, so thought maybe better for someone who is experienced to assess the situation.

I think the RSPCA is your best option tbh.

Perhaps the dog could go to a Dog's Trust home? They don't put down healthy dogs.
