Just watched this. Sid wouldn't be able to access his parents notes unless they were registered at the Mill which seems unlikely. And as someone said above you can't access notes without leaving big digital fingerprints all over. And no doctor anywhere refers to the Quality and outcomes framework as the Q.O.F.
