Fuzzy the way her mother is talking about schools, she must go to a state school, which makes the reasons (disruptive etc) for her getting expelled even more unbelievable .I know (sadly) from experience with ds- that it takes a lot before permanent exclusion is even considered. (he hasn't been- but that's only because of mitigating circumstances).
