I think that Ray returning has something to with Phil. He was in Portugal so maybe they all know each other from there and his other phone is being used and must be relevant.

This prison stuff is just annoying. Not sure remand prisoners would be with those serving such long sentences. DD's twitching lip is the only part of him thats acting.
