Why does Andrew have such a strange accent, sometimes he sounds like a northerner.

The actor is Scottish, moved to Oz when he was about 11 IIRC and the producers of Neighbours liked him so much they wrote it into his backstory - that his mum, one of the Alessis, moved there with him.
