Independent post GCSE UK travel options for under 18s

What are the options for independent post GCSE travel in the UK? DS wants to go for a short trip somewhere with his friends but it seems that their options are limited as most places don't seem to allow unaccompanied under 18s and they can't afford to go abroad.

You can stay in certain youth hostels (ones that have 24 hour staff cover) as long as you book into a private room and parents have filled out a parental consent form (and the accommodation is booked at least 4 days before I think). You can get details on the yha webiste. My son and a group of 5 others (all boys - because some place don’t accept single sex groups!) found a pop up campsite just outside Weymouth that they could book without need for an adult - but they did have to search for quite a while before they found it!
