my yp started university last September they are 19 now. Do they have to pay for their dental and prescriptions

If they are in England, yes.

They could try applying for an HC2 Certificate which means they are exempt from certain charges (apply using their uni accommodation address) but unfortunately they are often not awarded

If they need a lot of prescriptions, a season ticket can be purchased which cuts the cost

Dental definitely as everyone does over 18 if not disabled.
