Travel Insurance for inter-railing?

Dd (17) has just bought an inter railing card which she plans to do this summer once turned 18.

She said she'd looked at insurance but nowhere was letting her progress her purchasing as she wasn't yet 18.

Is this right? Has anyone found an insurance company that would allow her to do this?

My DS went Interailing when he was 17 and used Nomad for his travel insurance. I had to take out the policy on his behalf but there were no issues with his age.

Sorry to ask a diff question but do they do this travelling on their own or in groups?
