Teen attacking teen sibling

Dd1 19, DD2 18 thought it would be a good idea to do cocktails while we were at work. Ended up with dd1 physically and verbally attacking dd2... what would you do? Dd2 is ok but mentally hurting.

Er, sounds a bit of a back story here, how do the girls get on normally? They are very big for sibling scraps, has DD1 a history of being abusive or was it just a total one-off (still not good but could maybe be moved on from if she is genuinely remorseful). I think you really need to listen to what DD2 wants to happen, is she scared now at home?
