Help with DS14 please

A bit stuck where to go next to be honest. He’s never sorry, nothing is ever his fault.
When we remove phone and xbox for bad behaviour he doesn’t act better to get it back. Nothing seems to bother him. Us telling him how disappointed we are that he hasn’t done his homework etc. Appealing to his better nature doesn’t work. Nothing seems to bother him at all.

It all just feels a bit flat here really. He doesn’t stomp or shout or slam doors. He just mopes around.

Any thoughts, opinions welcome.
