13 year old keeps disappearing

Our 13 year old keeps "going for a walk". Does this with no warning. Told him it's not allowed, as he's been walking through a busy urban area about 7/7.30 pm. It's not safe for him.
He has mild SEN and is vulnerable. I'm at a loss what to do as I can't physically stop him. He's very headstrong and I'm wary that I could make it much worse.
I've asked school to talk to him about it and wondering if I should get advice from community police?

You def should if thats an option, sometimes kids just dont want to listen to their parents, at least someone with authority wont be doubted, cuz he sees what happens when someone walks at night like that.
