14 year old with very uneven breasts

My daughter is 14 (15 in a few months) and her breasts are very uneven. One is probably an AA/A and hasn't grown at all, while the other is a C. She's only had her C bras for a few weeks and that breast is already spilling out of them. I don't really want her wearing bra fillers because of her getting changed at school etc, the girls there aren't exactly in her situation and wouldn't understand. Does anybody know how to fix this? It's getting pricey buying bras that only last a month or two, especially when one breast doesn't fill them at all. Is there a way to even them out without surgery/money and is there a way to keep the costs of bras down/a programme where they can be exchanged for free as they aren't lasting very long? The uneven thing seems to be getting to her quite a bit, she said no other girls she knows have that problem. If they do it's only a tiny difference and isn't noticeable unless you look for it.

They'll probably even out over time. Most of us don't have symmetrical bodies. She won't be taking her bra off at school so maybe but two bras that fit the biggest side and sew in a permanent filler. If you can't find a suitable filler ring the breast care nurse at your local hospital and explain situation. They can provide something and also offer your daughter reassurance that it will settle and balance out.

Take her to the GP if they're any good and get her checked out. If the difference is really noticeable, she'll need a prosthesis to begin with, while you're keeping an eye on things. There is a rare condition where only one breast develops fully and the best answer in the long term is cosmetic surgery, so don't let the GP fob you off.

I think a full cup bra with gel padding in the smaller side would be the way to go in the short term because I doubt anything would be done for her medically until she stops growing. Probably worth seeing your GP anyway though to get some proper medical advice.
