Apprenticeship problems

DS aged 19 started a 2 year level 3 apprenticeship last September with a reputable firm in engineering. Some of the apprentices have been given more specialist roles. My DS didn't get one of these (he did try). But now he and the others have been told that their apprenticeships may be cut short to one year - I.e. With no level 3 qualification and funnily enough just before their wages would go up. This doesn't strike me as fair - can his employer do this?

Does the contract say it is for two years at level 3 or was it for one year at level 2 and one year at level 3?

My understanding is that they can let your DS go at the end of level 2 but if it was a two year level 3 then they cannot change it without good reason.
