How do you get your teen out of bed in the mornings?

My daughter is terrible at getting out of bed

I need to go in at least 5/6 times

If I leave it up to her she just won't get up so 'let her be late' is not going to help here -she doesn't care

Options?

Gosh, unless she has frightful morning hair, she has an easy life! She could get up at 7.50 and still have time to shower, dress, breakfast and bag check to leave the house by 8.25. She doesn't know she's born (as my gran would've said).
One of mine used to have to get up at 5.45 for school.

We have very loud ex-ship's bell which we ring outside her door. It is not possible to ignore it.

We are not apologetic about the effort we put into ringing it, either, so not an apologetic little dink, but a prolonged and sonorous peal.

Sounds like you are making progress.

I think you can't see the wood for the trees though - you say "let her be late won't work, she doesn't care". Clearly she cares, hence the panic attack. Let her be late is the way to go.

This really works in our house.
Ten minutes before they need to get up I switch the light on in their room and then give the their phone to set the alarm. This works so well as the first line of their messages show up on the screen. They are so worried I will read them they wake up. When they have to put their alarm on they have to concentrate on the screen. This wakes them up further. When their alarm goes off 10 mins later they are half awake.
It works in this house.

Mine get 2 calls. If they don't get up, they end up late for school and get a detention.
Kids have to learn to take responsibility for themselves.
