Best way to gain a job as a teenager

My 17 Yr old needs to find a part-time job. What should he do to maximise chances?

They seem so scarce on our first look.

He's open to any kind of job.

Also talk to people - you and him.
It's amazing how many jobs come about because someone was mentioning to someone socially, they were looking for a person to do x,y, or z when that same person had been talking to another person the previous day who was looking for a bit of part time work.
