What should I do?

I have a 15 year old daughter that I just gained custardy over. I haven't seen her in 15 years as she lived with her dad away from me, her dad never really looked after her, she was fending for herself by age 7 which meant finding her own food as her dad lived off the dole and spent it on drugs and alcohol. If I knew any of this or where she lived I would have went for custardy earlier, but her dad died 3 months ago and I have had her for 3 months, I have another family which includes her twin sister but the thing I need help with is that she is out of control, I know she has a fake id and has been buying alcohol and drugs with, she sneaking out at night.... I don't know what to do the thought of boarding school has come to mind but that's all I can think so.... Give me ideas on how to punish her and stop her some smoking, drugs and alcohol

What can I do??????
