unmotivated DD going into year10

she is driving me insane! where is the get up and go. Have had a discussion with her that needs to really knuckle down with studying now she is going into year10. she does not seem bothered. We have been told by her school she needs to apply herself more as within her grasp to get achieve better grades.
How do i get through to her. she spends all her time clued to her iphone.
What are your rules with regard to bed times etc. i have been lenient as its holiday time but if i go to bed at midnight and tell her to do the same , i do not expect her to be up on computer until 2.30!
Help. husband works away in the week , but this weekend we feel we need to have a discussion with her in regards to expectations etc

she loves art, photography that type of thing.
i was looking at courses etc and told her I had some stuff on computer she might want to look at, bearing in mind she has no plans for what she might like to do post GSCEs, she said oh yeh will look later.
I wasted my teenage years and am keen that she does not regret doing the same.
Yes you are right i can't make her, but wondered how strict i should be?
