14yr old ds lies smoking and sex?

Ds is 14 and it's been one thing after another with him. He recently had a session with a counsellor Nd for 24 hours things seemed to have been taken on board. E.g study so as not to fail exams, be home when asked, answer phone when out, be nicer to siblings and tell the truth.
The truth bit came about as several friends had reported seeing him smoking and cigarettes and small amounts of cash had gone missing. He swore he'd only tried smoking a couple of times and he didn't like it and that he hadn't stole the stuff must have been a so called friend. Fast forward to last night when we were laughing and joking on the landing and things had been good his 10 yr old brother then gave him a tin that had dropped out of ds1 bag he snatches it off his so fast I knew he didn't want me to see it. I took it and inside was a packet of cigarette papers filter tips and condoms! The case is also a bit if a concern as its an old fashioned cigarettes case gold in colour with red enamel outside and it wouldn't have come from home and no idea where it could have come from.
He's if course denying its his. I'm so disapointed in him that again we've got issues.
I know being a teenger is tough and I don't expect to be told the truth all the time but if I ask a question I expect it to be answered honestly.

How can I deal with this without going overboard? Do I punish him or do I forget it and move on and try not to get involved in his life?

regarding the smoking, i dont think your ever going to win that one .. no matter how hard we try we cant watch our kids 24/7.. you can just explain the dangers of smoking. all mine smoke, they know i know.. but they know i dont like it!

The case you say is an old fashioned case, most pound shops sell rizla tins, mines gold and blue .. its possible it could be one of those?

Condoms.. at least hes safe, i know hes only 14 but like i said we cant watch our kids 24/7 we can just guide them down the right path and teach them the rights and the wrongs.

many might disagree with me though.

It's not a rizla case def an old cigarette case with the straps in the inside to hold the cigarettes in place.

And to think i thought having survived 13, 14 would be fine.

It's hard to watch him wasting his life away though this is just amongst a long list of things that seem to be going wrong. And when I know what a lovely person he can be its even harder to watch him throw it all away.
