Best device for starting high school

My Son is due to start high school & needs a device to do homework on. He would like an IPhone but my £200 budget won't stretch to that. I can't decide if we should get a Windows laptop, cheap Android smart phone or a Fire tablet with separate keyboard & mouse. He isn't allowed a smartphone at school & will take his Nokia brick with him. What devices have other people bought?

Because the school bans smartphones do most of the kids at the school use their non smartphones as their regular phones or do they tend to have smartphones outside school?

get a laptop he already has a phone. its the easiest one to use fir schoolwork (and gaming as well). when hes a bit older it may be more releve for him to have a smartphone but at 11/12 he’ll have all he needs on a computer

I'm not sure as he hasn't actually started the school yet. I could see it being a bit of a hassle if he has to transfer his sim card between phones daily.

You can get a small cheap laptop for under £200 which will be absolutely fine for starting school.
