Like a radiator.

He probably means a large oil filled radiator. Like this.

In oil filled radiators the oil is there so the heat disperses slowly, there is no chemical reaction in the oil to produce heat.

So the oil works like a medium to keep it from getting too hot?

It works as a medium to release the heat slowly,

No. It's just a radiator filled with oil that is heated by electricity. They can get very hot. They have thermostats to stop them getting hotter than you want.

You can get huge ones that warm rooms like central heating radiators or lower wattage ones that are sometimes called "space heaters" that keep the chill off and prevent pipes freezing etc.
