IPhone 7 settings not working

My dd has an iPhone 7 and cannot access her settings. It is blanked out and can't be accessed. Took it to a mobile phone tech who said attach it to the iCloud on her laptop which achieved nothing.

Help!!

Do you have the parental controls set up on it?

In the screen time family controls you can block/unblock access to settings (to stop children changing settings without permission)

Do I turn them off to give her access again? I'm not quite sure what to do!

How? Sorry I'm a bit tech unsavvy. Can you give more detail please?

Go into setting on your phone/iPad.
Down to screen time, and down to her device name.
Click on content and privacy restrictions and you should be able to see what settings are allowed/not allowed to be changed, you can change them to allow access.
