I hope what you need to know is a blogging platform. The easiest ones are WordPress.org, WordPress.com and Blogger.

You can start blog in Blogger.com or in Wordpress.org, both the platforms are free to use and the first one owned by Google. After starting the blog, you can go to self hosted blogging later with a custom domain name.

There are several platforms to start your own blog. The mostly used ones are Wordpress.com, Blogger.com and tumbler and they are free.

But tumblr is not really a blogging platform. It's what they call "miniblogs". Kind of like a little bit long twitter.
