Amorous tortoise

I've kept two inherited tortoises in my garden for 3years (ME) . All of a sudden one has been very actively butting and mounting the other. Its so noisy !They are both about 30cm long but I don't know their ages. Perhaps they have reached the age of consent?
Do they go on heat ?
I'd have difficulty keeping them separate as they need to be a the backgarden away form the road . Should one be rehomed?

As long as the..reciever isn't getting too stressed it would be best to leave them too it. Tortoise are seasonal breeders so it should pass.
