Can I restore a faded, rough and bobbly cotton hoodie?

I bought a lovely cotton hoodie that was unfortunately washed in something akin to bleach while on holiday. How it didn't stain the hoodie but the hoodie is now rough, colour faded a bit, and a bit bobbly. Is there anything I can do to bring it back to life?

You can shave the bobbles off either using a device sold for the purpose or, if careful, using a disposable razor.

The roughness - I would try handwashing with gentle hand wash solution and then soaking in water and fabric conditioner, rinsing very thoroughly in cold water and then tumble-drying.

Colour fade - not a lot you can do unless you want to risk dying it, and then you take the chance the dye might not take evenly on the fabric. I would probably embrace the faded look rather than take that risk but if it's the case that if you can't fix the colour, you wouldn't wear it again then you could try.
