I have super dry skin prone to rosacea. Can anyone recommend a good spf for my face and neck that protects against both UVA and UVB please?

Had a look at the Eucerin Sensitive and the reviews seem to say that it doesn’t stay put.

I have no specific products but I would advise for you to use a all mineral one

You may use la roche posay's spf50+. So here is my routine that I follow with that:
Morning:
Using water to wash your face and micellar water
Sebamed clear face gel,
LRP spf
Evening:
LRP moisturizer,
Started with Tretinoin (0.025) from skinorac
Sebamed clear facial gel

I have rosacea and very sun sensitive skin. Mineral, and tinted mineral at that is the best for your skin (the tint reduces the light getting to your skin), but I do find it tricky to wear on an every day basis. My favourite mineral is the UltraViolette Future fluid which does give great protection and my skin likes too.
On an everyday, out of high UV levels season I like La Roche Posay range - the new Air one is super light to wear.
I've recently tried the Glo mineral which comes in a tint, though its only spf40 but feels really nice on and looks good, so I use a top up spray over it before I go out which is working OK so far (yes, its March and I live in the midlands of the UK but I do have a massive issue with the sun)
