Liquid eye liner leaking up creases

What do I put on my eyelids to stop liquid eye liner leaking up the creases? And while we're at it, what's best for puffy eyelids?

You need a good primer and a gel rather than a liquid eyeliner

Honestly I don't think there's a huge amount of difference between drug store and high end in many cases. I use rimmel. For context I'm 35 and have quite heavily hooded eyes and starting to get a bit crepey around the eyelid
