Does anyone know if regatta jackets fit small or true to size?

I’ve always found they come up small x

I found them very small and needed to size up twice.

I have a fleece hoodie that's allegedly 2 sizes too big. They didn't have my usual size, they didn't have the right colour one size up. The bargain price was unmissable and the 2 sizes bigger isn't at all over sized. I conclude they come up small
