Skin and hair care - vegan and cruelty free?

If a product says it is vegan, does this mean it is also cruelty free? Some products seem to specify both and others just say vegan.

Any recommendations for cheap skin and hair care products that are both?

No, two different issues: vegan - no animal derivatives used; cruelty-free - not tested on animals. @orangetulipsinbloom thank you, I thought they were 2 different things but I wanted to be sure. Thanks for the recommendation, it's quite frustrating trying to find decent affordable products and trawl through the details to see if they mention both phrases. Sigh!

Another layer of confusion-
they might say Cruelty Free but they sell to China who employ compulsory testing .
Which might or might not be a concern for you but I check and reject any which do or state "except where required by Law"
Or when a small company sells to 'parent company' which tests
