Does such a person exist. I have had my colours done with House of Colour and has the follow up session which did cover hair but I would be interested to know if there is someone I could book who would analyse my features and want to know my hair type and then suggest colours and styles that would really work on me. I'm assuming this is what celebrities get done. I see someone looking great and think that hairstyle is so unique but goes perfectly with that person. It brings out their face. I have had the same hairstyle most of my life, I'm not very adventurous and don't colour my hair because I don't know what will look good.

Or has anyone used one of those apps and actually used it to change their hairstyle and or colour?

There are people who do this. My friend had a consultation for colours and style of clothing some time ago, the lady went through her whole wardrobe with a tooth comb. Not for the hair though.
